EPA Finalizes Green Guide

The U. S. Environmental Protection Agency (EPA)’s Office of Environmentally Preferable Purchasing recently finalized its Greening Your Purchase of Cleaning Products. ISSA provided extensive comments, the bulk of which were incorporated into the final document. Although aimed toward federal government purchasers, Greening Your Purchase of Cleaning Products provides a framework to help all buyers and users of green-cleaning products make informed purchasing decisions.

In recognition of its major contributions to the final document, ISSA has received an advanced copy of the publication, which is available in Microsoft Word format by e-mailing ISSA Legislative Affairs Director Bill Balek. (Please place “EPA Guide to Green Cleaners” in the subject line.)

HCS Meets GHS
The Occupational Health and Safety Administration (OSHA) is considering modifying its Hazard Communication Standard (HCS) to make it consistent with the Globally Harmonized System for Classification and Labeling (GHS). The news was delivered by David O’Connor, from OSHA’s Office of Chemical Hazards, to participants at the recent ISSA Legislative and Regulatory Forum in Arlington, VA.

The GHS, which was adopted by the United Nations in 2003, includes criteria for harmonizing the classification of physical and health hazards, including labeling symbols, hazard-warning statements, and signal words as well as material safety data sheets (MSDSs). Currently, the HCS governs the contents of labels and MSDSs for institutional chemical cleaning products not specifically regulated by other U.S. regulatory agencies.

The contemplated changes will require most building service contractors to retrain employees and otherwise modify their hazard communication programs.

OSHA has published a side-by-side comparison of its HCS and the GHS to help interested parties better understand the potential changes.
