William H. “Bill” Phillips, a recognized environmental, health and safety expert throughout the cleaning products industry, is the 2019 recipient of the American Cleaning Institute’s (ACI) Elva Walker Spillane Distinguished Service Award.
Bill Phillips is currently Director of Regulatory Affairs for Ecolab, Inc. He joined Ecolab in 2003 and developed corporate environmental, health and safety (EHS) programs. He managed facility EHS audits, worker safety, product Safety Data Sheets and labels, product registration, ingredient inventories, corporate sustainability, and regulatory support of customers.
Bill has served as Chairman of ACI’s International and Research, Technology & Regulation Committees, and supported numerous initiatives affecting the cleaning product supply chain, including:
• Phosphorus regulations
• Implementing the Globally Harmonized System (GHS) of Classification and Labeling of Chemicals
• Reforming of the Toxic Substances Control Act (TSCA)
• Engaging with California regulatory initiatives
• Supporting intensive research efforts to showcase the benefits and efficacy of topical antiseptic products to meet stringent regulatory requirements by the Food and Drug Administration.

ACI’s Distinguished Service Award is named in honor of the late Elva Walker Spillane, the former National Purity LLC chief executive who served on the association’s Board for 20 years.
The award, handed out at the 2019 ACI Industry Convention, honors an individual for extensive or exceptional service to ACI, who promoted the growth and interests of the Institute and the industries it represents, and who exercised outstanding leadership within ACI.
