The General Services Administration's (GSA) Federal Acquisition Service (FAS) has issued its Final Request for Proposal (RFP) for Building Maintenance and Operations (BMO) potential Federal Strategic Sourcing Initiative (FSSI). Building service contractors wanting to bid on federal government facilities must submit their RFPs by Dec. 4, 2015.  

The scope of the BMO covers the most commonly used services required for complete operation and maintenance of federal buildings, including contract cleaning.

BMO Services strategic sourcing is divided into two categories: Operations and Maintenance, and Facility Support Services. Janitorial is part of the latter scope.

Building service contractors will be required to supply both janitorial and landscaping/grounds maintenance services. Optional services include cemetery maintenance, pest control and waste management and recycling services.

Janitorial services encompasses internal and external daily and routine building cleaning, and inspection work. Some of the services include sweeping, furniture and fixture polishing, window washing, trash removal, dispenser stocking and stripping and recoating floors. BSCs will need to practice green cleaning wherever practical.

In addition, the grounds care requirement includes snow removal, applying salt and ice melt to walkways, lawn mowing, tree trimming, parking lot maintenance, planting, watering, fertilizing, raking, mulching, and more.

All contractors must be able to provide service for the entire geographic area of Zone 1, which includes Delaware, Maryland, New Jersey, New York, Pennsylvania, Virginia, West Virginia and the District of Columbia.

The length of the contract is for a base period of five years, with one option period of five years, for a total contract period of 10 years and six months (option to extend services).

Contractors will need to provide all management, supervision, labor, materials, repair parts, tools and equipment/supplies and administrative support.
