GSA is in the process of developing the savings strategy for its upcoming Building Maintenance & Operations services strategic sourcing solution, which encompasses janitorial services and much more.  In developing its strategic sourcing strategy, ISSA reports that GSA is asking BMO service providers about possible ways the federal government can save money other than through service price reductions. Specifically, GSA has asked cleaning service providers and others the following:

Has your company developed methods that have resulted in alternative cost savings for customers when procuring your BMO services? 

Are there ways the government could see savings when procuring building maintenance and operations services either through increased administrative efficiencies or by avoiding costs through improved customer behavior? 

At this point in the process, GSA is exploring contractual-based solutions rather than building performance best practices, etc. One basic example might be consolidating contractual requirements/services across multiple property assets owned by a single federal customer. This would result in less administrative work by contracting staff due to lower demand for contract maintenance.
