
John F. Kennedy International Airport's (JFK) new Terminal 6 (T6) is moving closer to its planned opening in the first quarter of 2026. JFK Millennium Partners (JMP), the company chosen by the Port Authority of New York & New Jersey (PANYNJ) to develop and operate T6, has announced the release of multiple Requests for Proposals (RFPs) to secure partners for key operational roles.
T6 is a vital part of PANYNJ's $19 billion initiative to transform JFK International Airport into a world-class travel hub. This transformation includes the development of two new terminals, the expansion and modernization of two existing terminals, the creation of a new ground transportation center, and a complete overhaul of the roadway network to simplify traffic flow.
To ensure a top-tier experience for travelers, JMP is actively seeking partners in three critical areas:
- Guest Services: JMP aims to collaborate with a partner to create and implement a comprehensive service excellence program within T6. This program will encompass staffing and training for guest experience positions, facilitate guest access to terminal amenities, provide expert information about T6 and JFK Airport, and focus on creating positive "Surprise and Delight" moments for passengers.
- Security Services: JMP requires an industry-leading partner to collaborate with its safety and security team in establishing and maintaining a safe and efficient terminal environment. Responsibilities will include traffic management, employee screening, visitor/vendor processing, terminal access control, and alarm response.
- Maintenance/Janitorial Services: JMP is seeking partners to manage the daily maintenance of T6's building facilities. This includes the upkeep of heating, ventilation, and air conditioning (HVAC) systems, baggage handling systems, passenger boarding bridges, fire protection and life safety systems, and electrical and plumbing systems. Additionally, JMP is seeking partners to provide janitorial and related services, such as waste management, pest control, landscaping, and interior and exterior cleaning.

JMP is committed to promoting diversity and inclusion in its operations. The company is prioritizing the participation of Minority & Women Business Enterprises (MWBE), Local Business Enterprises (LBE), and Service-Disabled Veteran-Owned Businesses (SDVOB). RFP participants are required to submit diversity participation plans outlining their strategies to achieve JMP's goals of 30% MWBE, 10% LBE, and 3% SDVOB participation.
To ensure community engagement, JMP has held informational events. A recent event at Queens Borough Hall provided information about the RFPs to the local community, and a virtual outreach event is planned to connect prime bidders with subcontractors.
JMP anticipates selecting its initial operational partners by April 2025.
